State Assembly, 1943
The crumbling nature of the scrapbook limited my ability to scan its pages for 1942 and 1943 clippings; I scanned only a few loose clippings for those years.

In his nominating speech for Charles W. Lyon as Speaker of the Assembly, LTB includes a letter which he intended to send to his son, Bud, overviewing the accomplishments which he hoped would happen in the forthcoming legislative session. He voiced his hope that the day would soon come when the war would end in victory and Bud return home to "again occupy the vacant chair at the dinner table."

LTB told a gathering of members of the Southern California Council of the State Chamber of Commerce that if women needed to be drafted, there should be an order in the procedure. The order would be: "first, single women; second, married women with no children, and third, married women with adult children." Mothers of small children should be exempt.

As chairman of the Committee on Revenue and Taxation, LTB proposed a bill which would freeze expenditures of counties and cities statewide during the war.

LTB introduced a bill to repeal a statute requiring adult children to contribute to the support of their needy parents. In his view, there were some parents who did not merit the support of their children because they deserted them during their formative years. He believed it an injustice to require support later from children who "were never supported by their parents."
